VIENNA (AFP) – Oscar-winning actor Sean Penn appeal here Tuesday to the attention of the world to go back to Haiti, over a year after a devastating earthquake, as he sought to donations for relief work.

"I think we have the opportunity of keeping Haiti from the old type of security and give you the opportunity to be the new type, encourage really Haitian resilience and triumph, the potential success of international standing," he added.
At the same time, however, Penn anchored bureaucracy and obstacles in the sense of relief work.
"We are competing in the international world cultures: one is the culture of the emergency and the other is the culture of sustainable development and they are forced to work with each other against the problem of poverty and each other in competition for donors."
